Territorial scope
Four hubs: Andean (Táchira – Mérida – Trujillo) · Western Plains (Barinas – Portuguesa – Apure) · Central Plains (Guárico – Cojedes) · South of the Lake and East (Zulia – Monagas – Bolívar).

A preliminary preparation phase and five progressive phases, with verifiable milestones.
Phase 0 · Months 0–6
Preparation
Legal and financial due diligence, binational investment vehicle, census of farms, stations and plants; water assessment.
Phase 1 · Months 6–12
Enablement
Aquaculture and environmental permits, registration of facilities with the FDA, HACCP plan and air-cargo and port agreements.
Phase 2 · Months 12–24
Rehabilitation
Upgrading of fingerling stations, ponds, feed plant, processing and cold-storage plants; backup power.
Phase 3 · Months 24–30
Pilot production
First grow-out cycles, trial batches of fillet, process audits and traceability validation with the importer.
Phase 4 · Months 30–48
Sustained export
Supply contracts with importers and chains, a regular air and sea corridor and stable domestic supply.
Phase 5 · Months 48–60
Scale-up
New hubs and reservoirs, recirculation systems, a binational origin brand and opening to other international markets.
