A preliminary preparation phase and five progressive phases, with verifiable milestones.
Phase 0 · Months 0–6
Preparation
Legal and financial due diligence, binational investment vehicle, census of farms, processing mills, plants and distilleries.
Phase 1 · Months 6–12
Enablement
Registrations with INSAI and the FDA (facilities and FSVP), TTB/TABC permits for rum, quality protocols and port agreements.
Phase 2 · Months 12–24
Rehabilitation
Renewal of plantations, nurseries, processing mills, solar dryers, transformation plants and backup power.
Phase 3 · Months 24–30
Pilot production
First export batches, specialty micro-lots, joint cupping and traceability validation with the buyer.
Phase 4 · Months 30–48
Sustained export
Contracts with roasters, chocolate makers and spirits distributors; a regular logistics corridor.
Phase 5 · Months 48–60
Scale-up
New hubs, premium chocolate and rums, a binational origin brand and opening to the international market.
