Purpose

Recover the productivity of the sugarcane fields, modernize the sugar mills and link the cane – sugar – bioenergy chain with the market and logistics.

Territorial scope

Four sugarcane hubs: Western Plains (Barinas – Portuguesa – Cojedes) · Central West (Lara – Yaracuy) · Central (Aragua – Carabobo) · Andes – South of the Lake (Trujillo – Zulia).

Plan phases · 2026–2031

A preliminary preparation phase and five progressive phases, with verifiable milestones.

  1. Phase 0 · Months 0–6

    Preparation

    Legal and financial due diligence, binational investment vehicle, census of cane growers and assessment of land, mills and machinery.

  2. Phase 1 · Months 6–12

    Enablement

    Agricultural, industrial and environmental permits; health and phytosanitary registrations; cane purchase contracts and port agreements.

  3. Phase 2 · Months 12–24

    Rehabilitation

    Renewal of cane fields with certified seed; upgrading of mills, distilleries, boilers and irrigation; harvest machinery.

  4. Phase 3 · Months 24–30

    Pilot harvest

    First harvest with quality-based payment, trial batches of sugar and ethanol, audits and traceability validation with buyers.

  5. Phase 4 · Months 30–48

    Sustained marketing

    Stable domestic supply, export contracts for ethanol, molasses and derivatives; a regular logistics corridor.

  6. Phase 5 · Months 48–60

    Scale-up

    New hubs (East: Monagas – Sucre), surplus electricity to the grid, bagasse bioproducts and a binational origin brand.
