Purpose
Mobilize Venezuela's private construction sector, in partnership with the engineering, technology and capital of the investor market, to produce decent housing and enabling infrastructure nationwide.

Territorial scope
Four hubs: Central West (Lara – Yaracuy – Portuguesa) · Central-Capital (Capital District – Miranda – Aragua – Carabobo) · West (Zulia – Falcón) · East-Guayana (Anzoátegui – Monagas – Bolívar).
Plan phases · 2026–2031
A preliminary preparation phase and five progressive phases, with verifiable milestones.
Phase 0 · Months 0–6
Preparation
Legal and financial due diligence, incorporation of the binational vehicle, inventory of land, unfinished developments and materials capacity.
Phase 1 · Months 6–12
Enablement
Agreements with municipalities and state governments, permits, technical regulatory framework, equipment import licenses and a prioritized portfolio.
Phase 2 · Months 12–24
Industrialization
Rehabilitation of materials plants, prefabrication lines, machinery leasing and training of crews.
Phase 3 · Months 24–30
Pilot works
Demonstration housing developments in each hub; validation of costs, schedules and quality with the investing partners.
Phase 4 · Months 30–48
Sustained construction
Continuous program of housing, urban developments and productive infrastructure; operation of the mortgage credit scheme.
Phase 5 · Months 48–60
Scale-up
New hubs and intermediate cities, public works under concession and regional export of materials and services.
