Purpose
Develop integrated fishing citadels that bring together housing, a fish auction hall, cold-storage industry and a market, with blue crab meat as the anchor export product for the investor market.

Territorial scope
Anchor citadels: Falcón (Golfete de Coro) and Miranda (Barlovento). Supply: Zulia (Lake Maracaibo) and Sucre (Cariaco – Paria).
Plan phases · 2026–2031
A preliminary preparation phase and five progressive phases, with verifiable milestones.
Phase 0 · Months 0–6
Preparation
Due diligence, binational investment vehicle, selection and title of land, census of fishermen and assessment of the crab grounds.
Phase 1 · Months 6–12
Enablement
Urban planning, environmental and fishing permits; health registration with the destination market; HACCP plan and design of the citadel.
Phase 2 · Months 12–24
Construction
Dock, auction hall, ice factory and crab plant; first stage of housing and services; power and water.
Phase 3 · Months 24–30
Pilot operation
First auctions, pilot batches of pasteurized meat, process audits and traceability validation with the importer.
Phase 4 · Months 30–48
Sustained export
Supply contracts, a regular refrigerated corridor, local market and gastronomic corridor in full operation.
Phase 5 · Months 48–60
Scale-up and replication
Replication of the model in Zulia and Sucre, a binational origin brand, new products and markets.
