Purpose

Recover, modernize and certify Venezuela's beef cattle chain —breeding, rearing, fattening, slaughter and processing— and link it with the genetics, technology and logistics of the investor market.

Territorial scope

Four hubs: Central Plains (Cojedes – Guárico) · Western Plains (Barinas – Apure – Portuguesa) · Zulia (South of the Lake – Perijá) · Eastern Plains (Monagas – Anzoátegui).

Plan phases · 2026–2031

A preliminary preparation phase and five progressive phases, with verifiable milestones.

  1. Phase 0 · Months 0–6

    Preparation

    Legal and financial due diligence, incorporation of the binational vehicle, census of herds and assets, health assessment of farms and slaughterhouses.

  2. Phase 1 · Months 6–12

    Enablement

    Permits, health plan (foot-and-mouth disease, brucellosis, screwworm), start of the equivalence pathway, genetics import protocols and HACCP design.

  3. Phase 2 · Months 12–24

    Rehabilitation

    Upgrading of slaughterhouses, cold-storage plants and genetics centers; recovery of pastures, water, backup power and farm roads.

  4. Phase 3 · Months 24–30

    Pilot production

    First fattening batches with improved genetics, certified slaughter, trial batches of heat-processed products and leather, audits and traceability validation.

  5. Phase 4 · Months 30–48

    Sustained marketing

    Domestic supply and export contracts for approved products, a regular logistics corridor and consolidation of the portfolio.

  6. Phase 5 · Months 48–60

    Scale-up

    New hubs, more added value, a binational origin brand and progress toward foot-and-mouth-free zones to export fresh meat.
