A preliminary preparation phase and five progressive phases, with verifiable milestones.

1. 0

   Phase 0 · Months 0–6

   Preparation

   Legal and financial due diligence, incorporation of the binational investment vehicle, asset census, assessment of farms, plants and fleet.

2. 1

   Phase 1 · Months 6–12

   Enablement

   Fishing and aquaculture permits, registration of facilities with the destination health authority, HACCP plan design and port agreements.

3. 2

   Phase 2 · Months 12–24

   Rehabilitation

   Upgrading of ponds, plants, cold rooms and vessels; larvae laboratory; backup power and access roads.

4. 3

   Phase 3 · Months 24–30

   Pilot production

   First farming and processing cycles, trial batches, process audits and traceability validation with the importer.

5. 4

   Phase 4 · Months 30–48

   Sustained export

   Supply contracts with importers and chains in the investor market, a regular logistics corridor and consolidation of the product portfolio.

6. 5

   Phase 5 · Months 48–60

   Scale-up

   Addition of new hubs, more added value, a binational origin brand and opening to additional markets.
